Agenda & Meeting Notice

Dear Sir/Madam,

I hereby give you notice that a meeting of Potterhanworth Parish Council will be held on Monday 23 February 2026, starting at 7pm, at The Pavillion, Queensway, Potterhanworth LN4 2EA.

Members of the public and press are welcome to attend, and a Public Forum session will be available during the meeting for a maximum of 20 minutes, which will include reports from County and District Councillors, if available.  Alternatively, questions or short statements can be submitted to the Clerk in advance of the meeting via email  potterhanworthparishclerk@gmail.com.

All Members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Please note, the meeting will be recorded to allow for correct minute taking and the recording will be delated once the Minutes have been approved.

Agenda

1.  To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.

2.  To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

3.  Consider the approval of the notes of the ordinary meeting held at The Pavillion, Queensway, on Monday 19 January 2026 as Minutes.

4.  Receive a report from the Chair.

5.  Receive reports from the Councillors and Clerk in relation to previous minutes and other Council matters, including Police Reports and items of risk.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.

6.  Public Forum.  Including reports from the County and District Councillors.

7.  Financial Matters.
a.  Approve payments made since the last meeting.
b.  Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.
c.  Approve the bank reconciliations for January 2026.
d.  Consider the cost for a replacement Car Dyke History board, if required.
e.  Consider allowing the Parish Council Bank account to be used to hold money from the Culfrey Trust to help pay towards certain POTCOM activities.
f.  Consider the quotes to trim the play area hedge.

8.  Planning Matters.
a.  25/0898/FUL - Change of use to existing first floor to create 3no apartments at B And C Express Station Road Potterhanworth.  Application REFUSED by NKDC 05-Feb-2026.
b.  26/0168/TPO - T1 - Ash tree, reduce the height of the crown by 2m, and the width of the furthest lateral branches at 3 The Park, Potterhanworth, LN4 2EB.  Comments required by 06-Mar-2026.

9.  Correspondence.
Current list circulated.

10.  Pavilion/playing field facilities.
a.  Receive an update, if any, on the recently submitted Grant application.

11.  Working Group updates.
a.  Receive a report on behalf of the POTCOM Working Group.
b.  Consider a date for the next Community Litter Pick.

12.  Consider a course of action with regard to the distribution area of 30mph stickers, for affixing to wheelie bins.

13.  Meeting Dates.
a.  Confirm the date of the next ordinary Council Meeting.
b.  Confirm the date of the next Employment Committee Meeting.
c.  Consider a date, and format, for the Annual Parish Meeting (between 01-Mar-2026 and 01-Jun-2026).

14.  To resolve to go into Closed Session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, as amended by Section 100 of the Local Government Act 1972 to discuss the following matters;
a.  Consider current expenditure incurred on behalf of the Pavilion.
b.  Consider the draft Agreement for the Defibrillator installation at 23 The Park Potterhanworth.
