Agenda & Meeting Notice

Dear Sir/Madam,

I hereby give you notice that a meeting of Potterhanworth Parish Council will be held on Monday 28 July 2025, starting at 7pm, at The Pavillion, Queensway, Potterhanworth LN4 2EA.

Members of the public and press are welcome to attend, and a Public Forum session will be available prior to the commencement of the meeting for a maximum of 20 minutes.  Alternatively, questions or short statements can be submitted to the Clerk in advance of the meeting via email  potterhanworthparishclerk@gmail.com.

All Members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Please note, the meeting will be recording to allow for correct minute taking and the recording will be delated once the Minutes have been approved.

Agenda

1.  To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.

2.  To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

3.  Consider approval of the notes of the following meetings held at The Pavillion, Queensway, as Minutes.
a.  Employment Committee Meeting held on Friday 20 June 2025.
b.  Ordinary Meeting of the Parish Council held on Monday 23 June 2025.

4.  Adoption of Documents.
a.  Consider adoption of Records Retention Policy.

5.  Receive a report from the Chair.

6.  Consider any applications for Councillor Co-Option.

7.  Receive reports from the Clerk and Councillors in relation to previous minutes and other Council matters, including Police Reports and items of risk.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.

8.  Financial Matters.
a.  Consider re-imbursing the cost of the purchase of new planter, and plants for War Memorial.
b.  Approve payments made since the last meeting.
c.  Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.
d.  Approve the bank reconciliation for June 2025.
e.  Consider applying for a Lloyds Bank Corporate MultiPay card, via Unity Trust Bank.
f.  Consider making a donation, using s.137, to the Royal British Legion, for a Poppy Wreath for Remembrance Sunday (09-Nov-2025).
g.  Consider Insurance quotes for the Potterhanworth Playing Fields (Trustees)/Pavilion cover, due to expire 31-Aug-2025.
h.  Consider the need, and cost, of moving Potterhanworth Parish Council to a gov.uk domain for emails for all Councillors and Clerk.
i.  Consider the quote received to refurbish the village benches.

9.  Planning Matters.
a.  Nothing received so far.

10.  Correspondence.
Current list circulated to Councillors.

11.  Playing field facilities and car park drainage.
a.  Receive an update on the facilities planned for the playing field.
b.  Consider any quotes received regarding car park drainage works.
c.  Consider quotes for the Annual Inspection of the play area and equipment.
d.  Consider the replacement of missing safer surfacing under play equipment in the play area.
e.  Consider the cost to send Cllr Collier on the proposed Play Area Operational Inspector & Maintenance Course. 

12.  Committee and Working Groups.
a.  Consider the appointment of an additional Councillor to sit on the Employment Committee.
b.  Consider setting up working groups to cover Social Village Events and Play Park Renovations.

13.  Meeting Dates.
a.  Next Employment Committee meeting is planned for Monday 22-Sep-2025.
b.  Next full Council meeting is planned for Monday 29-Sep-2025.

14.  To resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act  1960, as amended by Section 100 of the Local Government Act 1972 to discuss the following matters.
a.  Clerk contract matters – salary
b.  Clerk contract matters – pension
