Agenda & Meeting Notice

Dear Sir/Madam,

I hereby give you notice that a meeting of Potterhanworth Parish Council will be held on Monday 27 October 2025, starting at 7pm, at The Pavillion, Queensway, Potterhanworth LN4 2EA.

Members of the public and press are welcome to attend, and a Public Forum session will be available prior to the commencement of the meeting for a maximum of 20 minutes, which will include reports from County and District Councillors, if available.  Alternatively, questions or short statements can be submitted to the Clerk in advance of the meeting via email  potterhanworthparishclerk@gmail.com .

All Members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Prior to the Public Forum, there may be a short presentation from Live and Local and potential events they could host in 2026.

Please note, the meeting will be recorded to allow for correct minute taking and the recording will be delated once the Minutes have been approved.

Agenda

1.  To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.

2.  To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

3.  Consider the approval of the notes of the ordinary meeting held at The Pavillion, Queensway, on Monday 29 September 2025 as Minutes.

4.  Receive a report from the Chair.

5.  Receive reports from the Councillors and Clerk in relation to previous minutes and other Council matters, including Police Reports and items of risk.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.

6.  Financial Matters.
a.  Approve payments made since the last meeting.
b.  Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.
c.  Approve the bank reconciliation for September 2025.
d.  Review the 6 month financial expenditure for FY 2025/2026 against the planned budget.
e.  Receive the completed External Audit Section 3 of the Annual Governance and Accountability Report 2024/2025.
f.  Consider a payment towards electric used for the defibrillator cabinet located at 23 The Park.
g.  Consider the new contract with British Gas for supplying electricity for the Pavilion.

7.  Planning Matters.
a.  25/0964/HOUS – Alterations to existing windows and doors at 17 Church Lane Potterhanworth.  Approved by NKDC 15-Oct-2025.
b.  23/0151/FUL – street numbering on land at Plough Hill, Potterhanworth Booths, Lincoln, Lincolnshire, LN4 2AU.

8.  Correspondence.
Current list circulated.

9.  Pavilion/playing field facilities.
a.  Receive an update on the playing field garage door replacement.
b.  Consider the commitment from the Parish Council with regard to a financial contribution towards any grants funding achieved, and any ongoing maintenance cost, with regards to a new Multi-Use Games Area (MUGA).
c.  Receive a report with regard a resolution of the ongoing drainage issues at the tennis court and Pavilion car park.

10.  Working Group updates.
a.  Receive a report from the Village Social Events Working Group.

11.  Meeting Dates.
a.  Next full Council meeting is planned for Monday 24-Nov-2025.
